Do-not-call (DNC) lists exist at two levels, and outbound teams need both.
- National registers: consumers sign up once to refuse sales calls from all companies. Belgium's "Do Not Call Me" list (DNCM) is one example. Companies must screen their consumer call lists against the register before calling. France ran such a register (Bloctel) until August 11, 2026, when it moved to prior consent instead.
- Internal lists: numbers of people who told your company not to call again, plus numbers you have excluded for other reasons. These apply even to people who are not on a national register.
Rules go beyond the list itself. France, for example, limits consumer sales calls to working days from 10:00 to 13:00 and 14:00 to 20:00, caps repeated attempts, and since August 11, 2026 requires the consumer's prior consent for unsolicited sales calls. Check the rules of each country you call into, and keep a record of when lists were screened.
Opt-outs arrive while campaigns are running, so the check has to happen when each number is dialed, not only when a list is imported. In OVOKY, numbers on your do-not-call list are blocked before they are dialed, and campaign calling windows are set per campaign, in the timezone you choose.
